Nations delay vote on shipping decarbonization rules after fierce US resistance

  • The shipping sector was widely expected to become the first industry to adopt a binding set of global greenhouse gas emissions rules during an Oct. 14-17 meeting in London.
  • Instead, member countries of the International Maritime Organization (IMO) committee voted to delay the decision until October 2026.
  • The rules would have established emissions intensity limits that become more stringent each year, with substantial fees paid for noncompliance.
  • The United States and other oil-exporting countries dominated much of the discussion in London as they sought to prevent the rules from being adopted, arguing that they amounted to an illegitimate international tax and that they would have dire economic consequences.

Dual-fuel ship orders plateau in the first 10 months of 2025

According to Alphaliner, alternative-fuel newbuild orders remain dominant at 72% in 2025, however, declining interest highlights growing concerns over fuel availability.

As explained, alternative fuel newbuildings, designed to bring carriers to their net zero decarbonisation targets over the next two decades, have comprised 72% of orders so far this year, with pure conventional fuel tonnage well on the way to being phased out among the larger ship sizes.

The percentage of these orders, however, has fallen for the second consecutive year, demonstrating the challenge carriers face in sourcing new-age fuels, which has led to a partial cooling of enthusiasm and the renewed domination of what was once regarded as an interim solution, LNG fuel propulsion.

Industry giant places first order for LNG-fueled vessels from Indian shipyard

The CMA CGM Group has signed a letter of intent for six LNG-powered 1,700 TEU containerships to be built at Cochin Shipyard Limited (CSL), India, making it the first major foreign carrier to commission LNG-fueled vessels from an Indian shipyard.

All vessels will be registered under the Indian flag and are designed to run on LNG and low-carbon fuels, supporting CMA CGM’s goal to achieve Net Zero Carbon by 2050. The project will involve technical cooperation with Korean shipbuilder HD Hyundai Heavy Industries, with deliveries scheduled from 2029 to 2031.

This initiative aligns with India’s strategic priorities, including Make in India and Atmanirbhar Bharat, and strengthens CMA CGM’s local presence. The Group plans to
