Gaspar Melchor de Jovellanos (1744-1811) nació en Gijón, a pocos metros del puerto y de la mar. Fue un personaje polifacético: fue economista, filósofo, literato, político y sin duda un destacado exponente del pensamiento ilustrado. Estaba predestinado a ordenarse como sacerdote, pero siendo muy joven se inclino por las leyes.

Su vida fue dura, tanto como lo fue su compromiso con los valores que defendía. Sufrió la persecución, el desprecio y el destierro y murió huyendo de los franceses en un barco que lo sacó del puerto de Gijón y lo dejó maltrecho y congelado de frío en Puerto de Vega, muy cerca de Navia, en la costa occidental de Asturias.
