Artículo 253.
Dotaciones de los buques.
1. El número de miembros de la dotación de los buques y sus condiciones de capacitación profesional deben ser las adecuadas para garantizar en todo momento la seguridad de la navegación y del buque, teniendo en cuenta sus características técnicas y de explotación, en los términos que reglamentariamente se establezcan.
2. El capitán y el primer oficial de cubierta de los buques nacionales deberán tener la nacionalidad de un Estado miembro del Espacio Económico Europeo, salvo

Seafarer attitude-change as loss-prevention strategy
Attitude change is key to boosting shipping's professional image, says Rajaish Bajpaee, Chief Executive Officer of Bernhard Schulte Shipmanagement (BSM).
Ensuring a robust and dependable safety culture onboard ship is essential to reducing large scale accidents at sea, which is why BSM has placed seafarer attitude-change at the heart of its loss-prevention strategy.
